Plus, New LV construction, and a possible Lucky Lotto Vortex
Editor’s Note: In this post of the Linda Vista Update we bring you a variety of information. First, we feature an introductory letter from our new District 7 Councilmember Raul Campillo . Next, we provide information about construction of a new affordable LV housing apartment complex, along with plans for a new LV Community Garden—both projects will be located at or near the Linda Vista Community Park. Finally, we bring you fascinating news related to the Lotto fever that has gripped Linda Vista and brought good luck to our local Chevron station. We hope you enjoy all the articles.
It is an Honor to Serve Linda Vista as District 7 Councilmember.

As a San Diego native and now your newly-elected Councilmember, I’m honored and humbled to be of service to you and your families.
My office is already hard at work addressing the many issues facing our communities. At this very moment, we are strategizing how to best achieve an electricity and gas franchise agreement with SDG&E after extending the prior agreement to June 1. In this process, as in all others, I will put the needs of the residents of District 7 first, ensuring homeowners and businesses will have the electricity needed, at affordable rates, to take care of their families, employees, and customers.
As your Councilmember, I plan to address longstanding issues of housing affordability and homelessness, while implementing relief for families and businesses suffering due to the pandemic. Your physical and financial health is a top concern for us.
In addition to pursuing solutions within City Hall, I will be an active member in the community as a resident nearby in Mission Valley.

One Busy Area of Linda Vista
The area at and near the southwest corner of the Linda Vista Community Park is currently the focus of two new projects.
First, work began January 12 on the Ulric Street Apartments, which will include 95 affordable rental apartments. This apartment complex is located on Ulric Street and near Zane Street, adjacent to the southwest corner of Linda Vista Community Park.
Construction is being conducted in collaboration with the San Diego Housing Commission.
Here are some important features of the complex:
--A total of 95 apartments.
--12 studios.
--21 one bedroom apartments.
--33 two bedroom apartments.
--29 three bedroom apartments.
--10 of the studio apartments will be reserved for veterans who have experienced homelessness. These veterans will receive supportive services from the U.S. Department of Veterans Affairs.
-- The development also includes 10 units set aside for transitional-aged youth, who will receive assistance from Home Start.
According to the San Diego Housing Commission web site, “The development will include apartments affordable to households with income of 30 percent to 60 percent of San Diego’s Area Median Income, or approximately $34,650 to $69,300 per year for a family of four.”
On the Commission web site, community HousingWorks President & CEO Sean Spear said, “Beyond the property, this great neighborhood will provide the future residents with many local public resources, including schools, parks, public transportation, the Linda Vista Library, and numerous retail and employment centers.”
Work on the apartment complex is expected to be completed by spring 2022.
Second, plans for Bayside Community Center’s Linda Vista Community Garden, to be built in the southwest corner of the Linda Vista Community Park, were recently approved by the Linda Vista Recreation Advisory Council. This proposed community garden will, coincidentally, be located just a few feet away from the Ulric Street Apartments complex.
The original Linda Vista Community Garden was established in 2011, but was uprooted in 2017 due to the relocation of the Bayside Community Center.
The Community Garden will have plots for LV residents, and will include ADA accessible garden beds, a greenhouse, a tool shed, a compost area, pollinator plants, and a fruit orchard.

The plan for the Community Park now goes to the San Diego Parks and Recreation Board for final approval.

Luckiest Area in Linda Vista? — The Lucky Lotto Vortex
The past few days have revealed an obvious truth…there is something wonderfully mysterious going on around the juncture of Linda Vista Road and Ulric Street in downtown Linda Vista. I believe enough evidence has accumulated to consider the notion that something which can only described as a Lucky Lotto Vortex currently exists at this LV locale. If such a thing is true, I contend that having such close access to this phenomenon may be one of the greatest benefits of living in Linda Vista!
What is a Lucky Lotto Vortex? Well, please read on (especially if you are interested in making lots of money) and allow me to explain…
Just in case you’ve totally missed the Lotto craze currently swirling throughout the country, a Powerball ticket worth $2,768,497.00 was sold last Wednesday at the Chevron Station located at 6949 Linda Vista Road. The winning ticket holder actually won the consolation prize with five numbers on his/her ticket, but not the Power Ball number. Hitting the Power Ball number as well would have resulted in a $550 million jackpot!
The sale of the winning ticket in Linda Vista occurred while two nation-wide lottery jackpots have continued to grow. In addition to the Power Ball lottery jackpot (which has grown to 725 million dollars), we also have the even bigger Mega jackpot currently estimated at $970 million.
As a result of the winning Power Ball ticket, people are now saying that Linda Vista was touched by a stroke of luck. But I think there may be more than one single stroke of luck going on here. I believe there’s something special about the area comprising the corners of Linda Vista Road and Ulric Street when it comes to luck and winning lottery tickets. Though I’m usually skeptical about such things, I believe this intersection area houses a Lucky Lottery Vortex—a vortex being a mystical place where the earth seems especially alive with energy. In this case, a brand of lucky energy.
What evidence do I have of this vortex situation? First of all, I happened to notice that the Linda Liquor store, located at 6950 Linda Vista Road and across the street from the lucky Chevron station, has a Lucky Retailer 2019 sign in its parking lot. The state of California awards Lucky Retailer status only to those retailers that have sold a high number of lottery and scratch-off winning tickets. On top of that, Linda Liquor has long enjoyed a reputation among LV locals for selling winning lottery tickets. When I asked one of the store managers about that Linda Liquor “lucky” reputation, he confidently commented from behind the counter, “We had a $100,000 winning scratch off ticket in 2019. And we had a couple of big winners several years ago.”
After leaving the store, I did a little research on the internet and found an L.A. Times article from 1989 that described how a Linda Vista couple won a $5.3 million dollar lotto jackpot. And where, according to the article, did the couple buy this winning ticket? You guessed right…at the Linda Liquor store! (Twilight Zone theme music playing in the background)
And I also found this little nugget on the internet…a comment about Linda Liquor on a Yelp review that said…”Love this place.. I always see people win lotto jackpots here.” If that’s not proof that some kind of lottery magic is going on at the corner of Linda Vista Road and Ulric Street, then I don’t know what else I can say to convince you.
Oh, and listen to this…yesterday, as I was walking across the street from Linda Liquor to the Chevron station, I looked down and spotted a quarter laying on the ground. What luck!! I picked it up and put it in my pocket (after spraying it with disinfectant, of course). I could feel the lucky energy surging inside me.
Yes, I know. Very spooky!
Combine all this Linda Liquor store information with what recently occurred across the street at the lucky Chevron station last Wednesday, and one has to believe the obvious…that this intersection is operating under some sort of magical power that confers good luck to lottery players. After all, what are the chances that two lucky lottery places exist so close to each other? We’ve all heard of “traffic density” and “housing density”, but what about “luck density?” This “luck density” is something you might expect to see in Las Vegas or Monaco, not little ol’ Linda Vista.
Now, I am not suggesting that you play the lottery, but if you do, then head on over to the Linda Vista Lottery Vortex and buy some tickets. Pick ether corner. Bask in the lucky energy. Take advantage of living in the proximity of a Lottery Vortex.
And if you buy a winning lottery ticket, don’t forget who sent you.
